That's the damp coming off Tuggerah Lake feeding algae and mould into the concrete, and it's the single most common issue we see in Long Jetty. Shaded, south-facing slabs cop it worst. We kill the growth in the clean, then seal the surface so moisture can't soak back in and re-feed it — that's what actually keeps it away rather than it returning in a few months.
